The city is set to receive much of an $800 million federal emergency aid package to help with a surge of migrants coming to the five boroughs, according to a source within Senate Majority Leader Chuck Schumer's office.

But what led to this crisis?

These questions are explored in a book published earlier this year by veteran journalist William Neuman: “Things Are Never So Bad That They Can’t Get Worse: Inside the Collapse of Venezuela.”

Neuman, who covered Venezuela for The New York Times and the de Blasio administration at City Hall, joined Errol Louis on “Inside City Hall” Tuesday to discuss the migrant crisis and his book.

The book provides a deeply reported account of the political and economic implosion of a country where 20% of the population has fled — and what it could mean for the rest of the globe.
