On Tuesday, a federal judge ruled the city has three weeks to come up with a plan to reform Rikers Island. The ruling comes as the U.S. Attorney for the Southern District of New York threatened to place the city jail plagued by violence and dysfunction under federal control.

Katznelson is the executive director of the Independent Commission on New York City Criminal Justice and Incarceration Reform, which aims to help the city move toward closing Rikers.
