NEW YORK — A special election will be held February 23 for voters in southeast Queens to replace Councilman Donovan Richards, Mayor Bill de Blasio announced Friday.

The election is for the 31st City Council District, which covers neighborhoods including Far Rockaway and Arverne. 

The winner will take over the seat left vacant by Richards, who was elected Queens borough president.

The new council member will serve through the end of 2021.
