BRONX, N.Y. - A Bronx man is facing charges after video shows an NYPD officer being put in a headlock while trying to make an arrest. 

It happened on Morris Avenue in the Bronx on July 1. 

Officers were responding to a vehicle illegally parked by a fire hydrant.

Police say they asked driver, Franklin Adrian, to move his car, but he refused, so he was given a parking summons. 

When police tried to arrest him, officers say Adrian resisted.

That's when police say a bystander, Wisnel Manzueta, refused orders to stay at a distance.

The video shows one of the officers get into into a fight with him.

The officer was punched in the face and body, and was put in a headlock at one point. 

Manzueta was arrested and is charged with assault.

The Sergeants Benevolent Association reacted to the video with a tweet critizing a newly passed City Council bill banning chokeholds, saying, "COREY JOHNSON your STUPID law is about to be signed by NYC STUPID Mayor it’s time you both take your community input & grab these perps yourself."
