Police say the victim was walking along Eighth Avenue when the man hit him in the face and made an anti-white statement.

The victim had a bloody nose, but refused medical attention.

Police say the alleged attacker also threw a brick at a woman earlier that same day, and hit another woman with a wooden stick.

A man was also attacked during an incident on August 9.
