NEW YORK — The City Council Land Use Committee on Wednesday approved a controversial rezoning plan to build a new research space for the New York Blood Center on the Upper East Side.

Opponents of the proposal have argued it would cast a large shadow across a local school and park, and bring excessive traffic to an otherwise residential street.

The plan now awaits a vote in the full Council, which is not slated to happen until Nov. 23. But a full vote in the Council has been delayed because of a legal challenge some area residents mounted.

At least 39 out of the 51 members would have to vote in favor of the proposal for it to be approved.

One of those council members, Keith Powers of Manhattan, whose district is right next to the blood center, joined NY1 political anchor Errol Louis on Wednesday evening to talk about the plan and explain why it is controversial.
