The City Council passed a pair of controversial police oversight bills during its last session on Tuesday. 

The bills are part of the “Right to Know Act."

One requires officers to identify themselves by name and rank to people they stop for a suspected crime. 

The other directs officers to search only after they've received explicit conset. 

One of the lead sponsors of the "Right to Know Act" is Council member Ritchie Torres.
