NEW YORK - Another community board has rejected Mayor Bill de Blasio's plan to open a new local jail as part of the plan to close Rikers Island.

All but one member of Community Board 1 in Lower Manhattan voted against the plan Tuesday to replace the existing Manhattan Detention Center with a larger jail.

Local residents say they are being strong-armed by the mayor into accepting his plan.

"A new building doesn’t mean reform, a new building doesn’t mean all the issues we currently hear about are going to change," said one attendee.

NY1 also spoke with a former inmate who was disappointed with the board's vote.

"When we talk about a decarcerating plan, that is a decarcerating planned you are hearing it from someone who was incarcerated. We have to educate people. We have to make sure they know exactly what is going on," said one attendee.

Three other Community Boards across the city have also rejected mayor's jail plan, but the votes are non-binding.

The City Council will make the final decision.
