NEW YORK - All inmates at Rikers Island under 18 years old will now be transferred to a different facility in the Bronx.

It's part of a new policy under the "Raise the Age" law, which means teen offenders under 18 will no longer be prosecuted as adults in New York State.

More than 80 teenaged inmates are being moved to the Horizon Juvenile Center.

It's run by the Administration for Children's Services.

Correction officers will not be allowed to use pepper spray at the facility.

Their union has expressed concern about the new policy.

It says many of the inmates are accused of serious crimes and have caused problems at Rikers.

Union officials say they will go to court to ask a judge to stop the city from sending correction officers to Horizon.
