The U.S. Census Bureau's 2017 report on income and poverty found the median income rising and the poverty rate dropping. But there are still 39.7 million people living in poverty in the U.S., and the cost of living rose 2.9 percent. And the numbers don't account for the increasing costs of housing in cities.
