The city's Department of Correction said it captured an inmate Thursday afternoon who tried to make a daring escape from Rikers Island by scaling a fence and jumping into the water. 

"Around 1230 p.m. today on Rikers Island a detainee climbed a recreation yard fence and ran to the shoreline," said Peter Thorne, a spokesperson for the Department of Correction. "That individual was promptly apprehended by DOC staff. An investigation is ongoing."

The Correction Officers’ Benevolent Association (COBA) said K-9 correction officers Larry McCardle and Gregory Braska apprehended the inmate, who was identified as 37-year-old Arthur Brown. COBA President Elias Husamudeen said the officers, who jumped into the water to stop Brown, went above and beyond their job duties.

“Correction officers are very important when it comes to public safety. Inmates don’t usually escape Rikers Island,” said Husamudeen.

The union says Brown is on Rikers for jumping bail and is facing several assault charges.

"I guess he’s somebody that bail reform didn’t work for,” said Husamudeen.

The Rikers Island Bridge was closed to vehicular traffic for about two hours after the attempted escape. COBA officials said the two officers and the inmate were treated at a local hospital, but no one was seriously injured.
