NEW YORK - The state isn't banning single use plastic bags for another year. But when it does, anyone in the city who switches to paper bags will pay a nickel for each one they use.

The City Council passed a bill to impose the fee Thursday by a vote of 38 to 9.

The plastic bag ban and the paper bag fee both take effect on March 1, 2020.

Three cents of the fee will go to the state Environmental Protection Fund.

The other two cents will go toward the production of reusable bags.
