BRONX, N.Y. - Teddy Montee was behind the wheel and the camera as he drove down Shore Road in City Island.

In the side view mirror, another vehicle was close behind.

He says the driver in that car was behind him for more than a mile, presumably following him because Montee snapped pictures of the driver illegally parked, displaying a parking placard issued by the Uniformed Firefighters Association to members of the FDNY.

“We’ve got the placard that belongs to his son, who’s a firefighter that he’s using without any regard,” says Teddy Montee. “Using the placard that doesn’t belong to him.”

Eventually, the driver confronts Montee, who is gay, and insults him with crude sexual language, which has been redacted in this article.

“Your day is coming,” the man said to Montee. “Trust me when I tell you, you’ve got it coming.”

Montee identifies the driver as Frank Cebek. Like Montee, he’s a resident of City Island, and the two have at least one mutual friend. We went to Cebek’s house and he told us he did nothing wrong.

“No I wasn’t using the placard,” Cebek says. “He was screaming and yelling at me to record me. That’s it.”

We did not see a placard in the car during our visit,

The misuse of government parking passes has become a contentious issue in the city and is the subject of a Twitter account named Placard Corruption. The number of placards issued by the city has expanded under Mayor de Blasio, but his administration recently announced a plan to crack down on drivers abusing them.

 As part of the mayor’s new reforms, laminated placards like will be replaced with something with barcoded stickers that go on windshield and are difficult to remove.

The paper placards will be phased out by 2021, so that only authorized vehicles can use the parking perk.
