The Correction Officers Benevolent Association released a report documenting violence at the Horizon Juvenile Facility in the Bronx.

In an effort to close Rikers, the city moved younger inmates to Horizon. Since then there has been a spike in violent incidents.

The report says within in the first 42 days there were 343 violent incidents, with a majority of those involved being repeat offenders.

In those cases, 53 staff members were injured.

The report alleges inmates who get into trouble have not faced any new charges for their behavior.

It says correction officers are not properly trained to help with the development of the teens.
