A City Council hearing about sexual assault got heated as members criticized the way the city police handle incidents of sexual assault.

A recent report from the Department of Investigation slammed the NYPD for failing to prioritize resources for it's Sexual Victims Division.

Just 67 detectives were reportedly overseeing more than 5,000 sexual assault cases last year.

Queens City Councilman Donovan Richards was on one side of those heated exchanges.
