One thing notably missing from the state budget is a proposal for criminal justice reforms.

Back in January, the governor outlined a plan that included ending cash bail for misdemeanors. He also wanted to reduce the time defendants must wait to stand trial.

Advocates say they're disappointed there was no action on these issues.

"Right now in New York City, you basically, if you're accused of a crime, you might be held in jail because you're too poor to pay the bail, on evidence you've never seen, and for a length of time, that really sort of has no firm end, and that, in our opinion, upends and erodes the presumption of innocence," said Joshua Norkin of the Legal Aid Society.

The governor's office says although some policy changes did not make it into the budget, it's important to start the conversation before the session ends in June.
