NY1 At 20: 1992 Report Shows Heated Police Protest Against Complaint Review Board

NY1 VIDEO: On September 16, 1992, what started as a peaceful rally by thousands of police officers turned chaotic as officers stormed the stairs of City Hall to voice their opposition to the creation of an all-civilian complaint review board. NY1's Karim Hajee filed this report on the demonstration.
NY1 FOLLOW-UP: After weeks of negotiations between Mayor David Dinkins and the City Council, a bill creating an all-civilian CCRB would be signed into law in January 1993. Earlier in 2012, the CCRB was for the first time given the power to prosecute cases of misconduct, over the objections of the police union. The city police commissioner still has the final say on discipline, but if he chooses to go against the board's findings, he has to make his reasons known in writing.
