NY1 VIDEO: On May 13, 1998, it was nearly impossible to catch a taxi cab in the city, as thousands of drivers walked off the job to protest new regulations proposed by Mayor Rudolph Giuliani's administration. NY1's Debby Feyerick filed this report on that day.
