A memorial for the 265 victims of Flight 587 is finally on its way to approval, more than four years after the crash.

The City Planning Commission has given the city council the go-ahead to approve the design that was picked in November by a panel of victims' relatives and Belle Harbor residents.

The design was created by artist Freddy Rodriguez.

Rodriguez himself is a Dominican immigrant, like many of the passengers on Flight 587 who were headed to the Dominican Republic when it crashed on November 12, 2001.

The memorial site is at the end of Beach 116th Street in Belle Harbor, 15 blocks from the crash site.

Construction is expected to be complete by November 12, the five-year anniversary of the crash. It is expected to cost $2 million, and will be paid for with public and private funds.
