The city comptroller wants to change a loophole which lets the foreign subsidiaries of U.S. companies deal with countries that sponsor terrorism.
William Thompson says the firms are dealing in blood money and he vows to change the law.
He's fighting several companies over their dealings with Iran and Syria.
New Jersey Senator Frank Lautenberg says he will introduce a bill preventing this exception.
