Mayor Bloomberg gives his final State of the City address today at the Barclays Center in Brooklyn. In his speech he is expected to announce ambitious initiatives that will bolster efforts to achieve better air quality, higher recycling rates and more a sustainable future for the city including encouraging the use of electric vehicles.
