Lawmakers in Albany are expected to pass the earliest budget plan since 1983.

The State Legislature has been notorious for passing late budgets over the years, though it has managed to get it done on time the past two years in a row.

Senate and Assembly leaders released a plan Thursday that would pass a budget by March 21, about a week and a half ahead of the April 1 deadline.

Their timeline will include hearings on Governor Andrew Cuomo's $143 billion budget proposal.

Under a 2007 state law, if the legislature fails to pass a budget on time, the governor can legally impose one.

In that situation, the law forces the legislature to decide between accepting the governor's plan or shutting down the government.
