New York Water Taxi's plans to make its temporary ferry service out of Staten Island permanent, appear to be struggling to stay afloat.
The company recently decided to give away 500 tickets in an effort to boost ridership but only 384 residents took advantage.
A spokesperson says 250 to 300 people are now using the ferry round trip from Great Kills to Manhattan each day.
The current service is being subsidized by FEMA in an effort to aid hurricane victims.
The company plans to perform a market analysis to see if the service would be sustainable.
