If you travel near the Outerbridge Crossing during rush hour, you'll likely sit in bumper to bumper traffic.

"I have been here since 1982 and it has been incredibly increasing," said a driver.

Thousands of people could to be added to the mix with plans for a massive retail complex off Arthur Kill Road. Developer Melohn Properties says Riverside Galleria will have a waterfront promenade, movie theater and retail shops. The company recently unveiled a plan to help alleviate traffic, a big concern for many residents in the area.

"I think there is enough congestion as it is. It could make it even worse," said a driver.

The developers say they'll build three new roads aimed at pulling traffic off Arthur Kill Road and onto the retail center property.

City Councilman Joe Borelli says the city also plans to widen Arthur Kill Road to help traffic flow.

He said in a statement: "plans for other improvements to ease congestion within a mile of the site are in place. The developers have been extremely proactive in helping address the concerns of residents."

"Everything was built very fast here. The roads are narrow. I think it would be a great idea," said a driver.

"This area has been underdeveloped for awhile. So I think its time now to stop bringing stores. Especially a movie theater. There is nothing over here," added another driver.

Not everything on the property will be brand new. The developers say they plan to preserve a home built in the 1800s that has not been landmarked.

Construction on the shopping center is expected to begin next year and take two years to complete.
