Fewer inmates doesn't mean lower operating costs at Rikers Island.

A new report says costs are soaring at the jail complex.

The City Comptroller's office puts the number at more than $1.3 billion this year.

There are currently 9,500 inmates, down from 14,000.

But there are more officers as inmate violence spikes at the jail.

"This has become a real fiscal horror show for our city," said City Comptroller Scott Stringer. "And we have to think about ways in which we reduce our fiscal liability."

In response, the City says it spent hundreds of millions of dollars to upgrade security and job training at Rikers.
