NEW YORK - The Daily News has refused to endorse Mayor Bill de Blasio for re-election.

Its editorial board slammed the mayor for creating what it calls a pay-to-play atmosphere at City Hall.

The paper also says he failed to deliver on key promises, like fixing the homeless crisis and closing Rikers Island. 

The Daily News did credit de Blasio with some achievements, like his universal pre-K program and lower crime rates.

But overall, it says the mayor's contributions have worked against the public's interest.

The paper did not endorse any other candidate in the mayor's race.

The board calls Nicole Malliotakis' tenure in the state assembly "unimpressive" and Bo Dietl a, quote, "joke."
