A man was found dead, wrapped in plastic bags with his feet submerged in concrete, in Brooklyn on Monday, according to police.

A student at the school found the man along the shoreline just before 10:30 Monday morning near Kingsborough Community College in Manhattan Beach, according to the police report.

Investigators said they are working to identifying the victim.

"We're investigating it as a homicide. This individual was wrapped in black plastic bags, and his arms we're tied behind him, and his feet were submerged in poured concrete," NYPD Chief of Detectives Robert Boyce said. "Obviously a homicide. So we're going forward with that now. He does have some substantial tattooing on his back; it is an image of the Virgin Mary with a rose."

The medical examiner is looking into the cause of death.
