The Bronx Borough President delivered his State of the Borough address Thursday and some of the topics included affordable housing and jails.

Bronx Borough President, Ruben Diaz Junior, said he wants to see the City's Housing Authority declare a state of emergency for failing to provide heat and inadequately inspecting apartments for lead paint.

He also said as the City works to shut down Rikers Island, residents in the borough should have a voice in where a community jail would go. The City is currently considering building a jail at an N-Y-P-D tow pound in the South Bronx.

"Any new site for a jail in this borough must be thoroughly vetted and the people of the Bronx must have a meaningful say in that selection," said Diaz.

He also honored Emmanuel Mensah, the National Guardman who died rescuing others during a fatal fire in Belmont last December.

Diaz says efforts are underway to co-name a street in his memory.
