House Republicans have finally unveiled their tax plan,  heralding it as a big break for the middle class. But some GOP lawmakers from high-tax states are expressing their reservations, which could complicate an ambitious timeline for party leadership. One of those lawmakers is Rep. Dan Donovan, whose district covers Brooklyn and Staten Island. He says he can’t support the bill in its current form, citing a provision that would eliminate state and local tax deductions.
