While some tenants in the city struggle without any heat, there are others who have heat but not nearly enough. NY1's Susan Jhun found one building in Harlem where residents say they receive so little heat, they may as well not have any at all.

"We have it but just a little. It's not enough," says Adrina Alberes.

"We have to run a space heater just to keep the one room warm. Sometimes turn on the oven," says Daniel Shporin.

 Without those measures, these Harlem tenants say the temperature in their apartments doesn't go higher than 50.

"There were periods where there was no heat at all, there were periods where the pipes would get hot and the radiators wouldn't," says Shporin.

 Residents of the 13-unit building have kept a log of their insufficient heat and say their repeated requests to the landlord to supply adequate heat have gone unfulfilled.

"We buy the space heater but my electric bill is coming too expensive," Alberes says.

 After tenants contacted us, we called the landlord for comment but haven't heard back. We then contacted HPD and a spokesman told us the building has 35 open violations, with 4 heat-related violations issued this month alone.

 He went on to say, HPD found the heating system is under repair by management. However, an inspector was sent out after our call and although temperatures were within the required parameters, a violation for scalding hot water was issued...indicating the heating system needs further repair. 

 While HPD continues to monitor the issue, tenants plan to file for rent reduction.

 A heated situation which we will continue to follow.
