A victory for animal shelters across the city.

The City Council has passed a bill that requires each borough to have a full-service animal shelter.

While the Bronx and Queens receive lost or stray cats and dogs, they do not have centers with veterinary care or adoption services.

Each borough has until 2024 to set up such a site.
