Gov.  Andrew Cuomo on Tuesday unveiled some details on congestion pricing during his $168 billion state budget address.

The speech focused mainly on the deficit and how legislators are going to have to respond to the current climate in Washington.

Cuomo also outlined a restructuring of the tax code, shifting to an employer-paid system. 

Cuomo said it is an effort to fight back against Washington’s tax bill, which he called a missile targeting New York.

The governor did not go fully in-depth about the proposed plan to reduce the traffic burden in the city.

The Fix New York City Plan, which would fund the MTA, will not target drivers on bridges but instead use cashless tolling technology around a geographic zone during certain hours. 

The full details with fees and the exact zone boundaries will be revealed later this week. 

Cuomo also proposed a three percent increase to education, funding to complete the Hudson River Park, and a surcharge on opioid makers to offset costs of fighting opioid abuse.

The budget is due April 1.
