Tenants and advocates rally in Manhattan against proposed rent hikes.

They gathered outside of Governor Andrew Cuomo's office in Midtown to pressure officials ahead of Wednesday's vote.

The State Division of Housing and Community Renewal will decide whether to pass a 7.6 percent increase for more than 50,000 rent-controlled tenants.

Protesters want the Governor to implement an emergency rent freeze.

Landlords argue they need the rent increases to stay financially afloat.

If passed, the hikes would remain in effect for the next two years.
