Gov. Andrew Cuomo is pushing to close what some are calling a police sex loophole after two New York City police officers were accused of raping an 18-year-old woman while in their custody.

New York law already prohibits sex between prison guards and inmates, but it doesn't apply to officers and those in their custody. 

The stance is that people in police custody are incapable of consenting because of the power that officers have over them. 

A bill has passed in the state Assembly, but hasn't made it through the Senate. 

Experts say similar loopholes exist in many states. They say new laws and policies must be put in place that make it easier for victims to file complaints.
