Rafael Salamanca declared victory Tuesday night in a special election for City Council in the Bronx.

Unofficial results show Salamanca with roughly 40% of the vote, beating out five other candidates to replace former Council Member Maria del Carmen Arroyo.

Salamanca will now represent the 17th Council District.

He says the first task on his agenda is cleaning up the borough's public housing complexes. 

"I'm going to go visit the NYCHA developments that I was knocking on doors in," Salamanca said. "You know, fixing those elevators you know getting those hallways where the lights are dim, getting the garbage out, safety.

"Those are major concerns for me, and I promise you I'm going to knock on those doors and I'm going to bring results to those NYCHA developments."

Maria del Carmen Arroyo stepped down late last year, saying she was leaving the position to focus on her family.
