A sidewalk shed on the Lower East Side is attracting an unwanted element, and residents wonder why it is up when no work is being done. Susan Jhun filed the following NY1 For You report.

A sidewalk shed on the street next to Sara Keiser's building has sat for six years without any work being done.

"They started building the first floor, second floor. Then they just stopped," said Keiser.

Leaving scaffolding under the partially constructed building and creating a haven for drug users and loiterers every night and a mess every morning.

"It's total filth," Keiser said.

According to residents, the scaffolding not only creates a filthy environment but an unsafe one as well.

"Now, there's no electricity either, so it's like, it's pitch black at night," said Keiser.

Keiser says she reached out to the property manager, Global Group, and the area was cleaned up a couple of times, but eventually, they stopped returning her calls.

"Three or four years, nobody's been around to do anything," Keiser said.

NY1 for You found the sidewalk shed does have an active permit, and the Department of Buildings tell us it must stay up until work is finished to protect the public.

We contacted Global Group, and a representative told us the building is under audit by DOB and that they are waiting on engineers to resubmit a permit to finish the construction, hopefully by the spring.

In the meantime, the representative said Global Group would fix the lighting and schedule routine cleaning of the area.

Work was done immediately after our call.

"They fixed the lights right away. Thank God they did that," said Keiser. "The trash, he did remove."
