NY1 has obtained an audio clip recorded by an NYPD sergeant who captured the voice of a man saying, “…people will either acclimate, or I’ll kill them.” The voice is allegedly that of Captain Kenneth Noonan of the 123 precinct on Staten Island during a meeting.

According to the Sergeants Benevolent Association, Noonan has a history of using abusive and threatening words, and now he's being promoted to Deputy Inspector this week.

"This captain has worked here for two years, verbally abused officers of all ranks in his place, threatened to take them out back and have fist fights with them, stood in a meeting and threatened to kill them if they didn’t conform over quotas or summonses," said President of the Sergeants Benevolent Association Ed Mullins.

And that's why members of the police union are pushing back, driving video trucks across Staten Island and the city Sunday, alerting residents to their anger over the promotion.

Mullins says regardless of whether the threats were legitimate or not, Noonan has created a volatile climate in the precinct, and that shouldn't be rewarded. Some community members, however, disagree.

"Captain Ken Noonan is by far one of the finest people I know, one of the finest people I've ever met,” said Tottenville resident Sal Sottile said. “He's a friend, he's a mentor, he's someone I've grown up with in this community. Everything he does we praise Kenny."

But retired NYPD officer Frank Caggia says it's no secret that Noonan was aggressive to those who worked under him.

"He was not a nice guy,” said Caggia. “He was a bully, wanted to get what he wanted to get, and he didn't care how he had to do it. Just not a nice guy, targets people."

Organizers say they believe Noonan is going to get promoted either way, they just hope that their demonstration sends a message to the community.

"I just think people should know what really goes on in the NYPD,” said Mullins. “We often blame the police officers for what takes place. We see a bad photo, we see an incident, we blame the cop. It’s not the cop. It’s the policies from above. This is the borough where Eric Garner was killed for an alleged chokehold, think about that, what was being enforced, cigarettes, cigarettes, a man dies over cigarettes, became a global issue and this is the policies of the NYPD? Where leadership institutes aggressiveness?"

The NYPD issued a statement staying, “A complaint was made and investigated by Patrol Borough Staten Island and deemed to be unsubstantiated. Captain Noonan will be promoted to Deputy Inspector on November 20th.”

NY1 reached out to Captain Noonan for a response, but has yet to hear back.
