NEW YORK - A City Council subcommittee overwhelmingly approved a plan Thursday to rezone an upper Manhattan neighborhood. 

Inwood will receive more than $500 million for investing in the community, including upgrades to a local school, performing arts center and parks. 

The approved plan was smaller than the original, which included upgrades to commercial areas on Broadway, Dyckman and West 207th Street. 

But residents are still not sold. 

They say the plan will force some of them out of their homes and lead to gentrification.

"I am confident that the plan we have negotiated today represents the voices that we listened to in the community, in reducing the downside and investing in education, cultral and parks," said City Councilman Ydanis Rodriguez.

"Elected officials are really good at rhetoric and saying this is gonna happen and this is a good thing, but the devil is in the details and in terms of what we have heard so far, we are deeply dissapointed because many of our issues were not addressed," said Johanna Garcia, an Inwood resident.

The full City Council will vote on the plan on August 8.
