Two New York City police officers have been placed on modified duty for "not responding in a timely manner" to an attempted kidnapping in Brooklyn earlier this week.

Omar Dominguez, 26, was arrested Wednesday night and walked out of the 62nd precinct station house in Bath Beach Thursday.

He is charged with kidnapping and attempted kidnapping. 

Police say surveillance video shows Dominguez walking down the street with a stroller. 

It happened on Monday outside Thanksgiving Supermarket in Bensonhurst.

Investigators say the toddler was outside the market with his grandmother when the Dominguez walked up to them. 

The boy's grandmother chased Dominguez when she realized he was walking away with her grandson.

That's when police say he left the stroller behind and ran away.

The toddler was not hurt in the incident.

Dominguez is also facing petit larceny and child endangerment charges.
