NEW YORK - The father of the Times Square victim leaves a letter at the scene thanking New Yorkers.

The framed note is part of a makeshift memorial where 18-year-old Alyssa Elsman was killed last week.

Thomas Elsman writes how his daughter loved the city and how overwhelmed the family is by the city's support. 

He says she was full of life and would tell everyone to get back up and continue. 

Nearly two dozen were injured in the incident, including Elsman’s 13-year-old sister.

Police say driver Richard Rojas is being held on charges of murder, attempted murder and vehicular homicide.

Speaking with the New York Post, the 26-year-old said he is sorry.  

He told the paper he smoked marijuana that was laced and can't remember the crash.

Rojas is being held without bail and is due back in court on Wednesday.
