The Maryland man accused of a racially motivated killing in Midtown was arraigned in court Thursday.

James Jackson, 28, is charged with second-degree murder as a hate crime and criminal possession of a weapon.

Prosecutors say he traveled from Baltimore to the city specifically to kill black men.

The Army veteran is accused of using a sword to stab 66-year-old Timothy Caughman Monday night.

It happened near 36th Street and Ninth Avenue as Caughman was collecting bottles from trash cans.

Investigators say a witness saw him laying on the ground with Jackson on top of him.

Jackson's defense attorney says he may suffer from psychological issues.

"What we're going to do is take a few minutes, let the dust settle and figure out what the facts are," said defense attorney Sam Talkin. "If the facts are anything near what the allegations are, then we are going to address the obvious psychological issues that are present in this case."

"James Jackson is a racist terrorist," said Hawk Newsome, president of Black Lives Matter NY. "This man committed an evil act. And we hope that he is punished to the fullest extent of the law. Make no mistake about it. This is an act of domestic terrorism."

Jackson allegedly told investigators he stalked several people and killed Caughman as "practice."

He allegedly turned himself in after police put out surveillance video of him after the stabbing.
