Four people are charged with fraudulently submitting applications to the city's storm recovery agency, Build it Back.

The Department of Investigation says John Holl falsely claimed to own homes in Breezy Point and tried to get them rebuilt through the program. Two others are also charged with doing the same thing.

A fourth defendant, Donata Rea, was charged with grand larceny after filing an application in connection with a larger scheme to take money from the estate of a woman who died in 2011.

Since 2013, the DOI has been looking at the city's storm recovery agencies, including Rapid Repairs.

Investigators found $30 million in over-billing by contractors, while others charged the city for higher quality materials than were being installed. 

In a statement, Build it Back thanked DOI and promised not to let what it called "bad actors" get in the way of their efforts.
