NEW YORK - Mayor Bill de Blasio is set to deliver his annual State of the City address tonight.

He will give his speech at the Apollo Theater in Harlem.

This is the second straight year that the mayor will deliver his address at night.

The hope is that more people will see it than if he gave the speech during the day.

The mayor's address comes a day after he announced a new city policy to help New Yorkers facing eviction in housing court.

They will now be able to get free legal advice and representation.

The city is allocating $93 million for the program.
