But some state lawmakers are trying to keep that fee from taking effect.
The State Senate on Tuesday approved a measure that would prevent the city from implementing a bag fee.
Critics say the extra charge will place an unfair burden on low-income residents, and that the city shouldn't be nickel-and-diming people.
Supporters of the fee say it would help reduce litter, and encourage more people to try reusable bags.
They also point out that anyone on food assistance will be exempt from the fee.
The legislation now moves to the Assembly, but it's not clear what kind of support it has in that chamber.
