Governor Andrew Cuomo issued the first round of pardons to New Yorkers who committed crimes at a young age. 

The governor granted 12 clemencies Friday afternoon, including five pardons. Those convicted were 16 or 17 years old.

The state says it is the largest number of clemencies Cuomo has issued in any year since taking office. 

It is part of his vow to grant conditional pardons to more than 100 New Yorkers who were convicted of a nonviolent crime when they were minors and have lived crime-free for at least 10 years.

This does not include people originally convicted on a sex offense.

The plan is the first of its kind in the country.
