The city wants employers to know that freelance work is not free by passing what it says is the first wage theft protection bill for freelancers in the country.

Under the rules, it gives independent workers the right to a written contract, to be paid on time and to not face retaliation for taking legal action to get payment.

The city says there are more than 1 million freelancers in the city.

The legislation also creates penalties for violations, like a $250 fee for denying a freelancer a written contract.

The state's Office of Labor Standards will be in charge of fielding complaints and tracking the effectiveness of the law.
