Officials say the company at the site of Tuesday's fire in East Harlem did not have the necessary permit for handling combustible materials.

Mayor Bill de Blasio's office says the owner of the Urban Garden Center never applied for a permit.

They say even if the business had applied, the FDNY would have blocked it because of safety concerns.

The city's Economic Development Corporation, which manages the site, says it's cooperating with the FDNY's investigation.

Investigators say the fire was sparked by fuel that spilled onto a hot generator at the center.

Meanwhile, the MTA says Metro-North trains will resume their weekday schedule on Friday.

Trains have been operating with limited service as workers make repairs to the damaged Park Avenue Viaduct near 118th Street.
