The chorus of opposition to the city's proposed horse carriage plan is growing.

Community Board 7 on the Upper West Side has approved a resolution against the deal that would reduce the number of horses and confine them to Central Park.

The board says the city should not use taxpayer funds to serve a private industry by building a stable inside the park.

The resolution also defends pedicab operators, who would be restricted to the park above 85th Street under the deal.

The City Council is expected to vote on the bill on Friday.

But board members say the process is too rushed.

"All of this has been too fast, and there's no need for hurry. There's a great deal of detail that has not been developed," said Klari Neuwelt, a CB7 member.

Earlier this week, the owners of horse carriage medallions came out against the deal, saying it will hurt their business.

The Teamsters Union says the carriage owners were consulted, and defends the agreement as the best way to preserve the industry.
