Police Commissioner Bill Bratton on Wednesday said his department is in great shape in his "State of the NYPD" address.

Bratton says crime has reached historic lows here in the city.

Comparing the last two years to the previous 10, Bratton says overall crime is down nearly 25 percent and murders down 36 percent.

The commissioner talked about a number of reforms he would like to institute in his department.

In light of the recent officer shootings, Bratton says he has authorized a trial program testing bullet proof doors and windows on police cars.

"We are in the process of equipping 50 of our vehicles to experiment both with the ballistic panel and the glass to get a reaction from the cops as to what they think about it. My sense is that we will probably definitely go forward with the ballistic panels; the glass probably requires more study," Bratton said.

The commissioner also says he would like to expand neighborhood policing, which would assign officers to the same neighborhoods daily to help improve police-community relations.

He also mentioned upgrading all of the city's precincts and continuing professional education for all officers.
