A local civic group is suing to block the construction of a multi-million dollar project on Manhattan's West Side.

The City Club of New York says "Diller's Island" was planned in secrecy and violates environmental laws.

When it's complete, the 2.7 acre pier would sit several feet above the Hudson River and be used as a performance space.

The project is the brainchild of billionaire Barry Diller - the husband of fashion icon Diane von Furstenberg.

Opponents say the proposal would prevent people from accessing the water and displace boaters.

They want it to undergo an environmental review and get legislative approval before moving forward.

A spokesman for the Hudson River Trust released a statement saying, "We can't comment on a lawsuit that we haven't seen. But we are confident we have followed the law, including conducting an environmental review in accordance with state law, and going beyond what was required by inviting public comment on that review. We continue to believe the new pier will be an incredible amenity for the public."
